This is usually the result of a jitter buffer over compensating for delayed packets. A device may try to approximate the content of what appear to be missing packets due to high jitter.

Check the jitter buffer setting in the phones. It may be set too high, or, this is a symptom of network delay and requires that port 5060 voip traffic has priority over all other traffic on your network.
