In many cases this is due to DualRIng,  redirection or forwarding to a cell or mobile phone that has been turned off or the battery went dead.

Most cell or mobile phones will go directly to voicemail when they are not connected to the cellular service.

The normal solution is obvious to turn it back on, but you can also increase the delay time for the cell or mobile phone to be called through the redirection admin page.
